Honda offers a specific tool kit from Time Cert for repair of the tensioner bolt>
I hope this will help others, took a while researching this to find the solution to this problem.

Why doesn't Honda recommend using a Time Sert to restore the threads for the belt tension-er bolt?
The bulletin states if the threads are not repairable to replace the short block assembly!
The repair bulletin states clearly to NOT use a Time Sert to repair the threads on the tensioner bolt. See attached diagram.



EDIT: After doing more in depth research I found a Honda Service News Article promoting the use of Time Serts! LOL I guess they can't make up their mind.
