Exclamation How on earth would you clean this?

I bought my 99 lx in august and ever since I have had the hardest time getting that engine/engine bay clean. On literally every mechanical part you can find in this car there is moderate to severe salt deposit, it looks like melting snow (patches of white and some aluminum showing through). The cars from Boston originally but i just wanted to know if anyone has an idea how to clean it.
