Can I use the non VTEC ECU and harness on the ex engine jdm swap if I'm block off the vtech is that possible

yes
the VTEC will simply be dead weight without the ECU that controls it
probably will work worse than original engine in higher RPM (only 3 valves working, hard to breathe)
