Drivers side lower kick panel removal

The panel that is to the left of the footrest pedal in a 2005 civic LX sedan, how to you remove or install it. Mine is loose and it seems like a needle nose pliers would twist to lock it like it does in a Corolla. But it seemed like it wouldn't turn. So my question is how do you lock it in place? It's only loose where the locking
​hole is. If I knew where to get an image of it, that would help.

It pops into place with clips. No tools required. You may have to remove the whole thing to investigate.

There's something that I felt in the hole that seems to be the locking mechanism, but I don't know if I should twist it or what

or get them online

I went back to it again to try and figure it out but there seems to be no kind of clip or snap-in for that "hole" part. It looks like it's just something to tug on and the long tube that forms the hole just rests up against the car interior frame or body

This picture is looking at the back side of it. Item 12 is a push-in style clip. It slides into a notch on the end of that tube portion. It's possible someone pulled the panel off at one point and the clip separated from the panel, could still be stuck on the body.
