Hi all,
I have an SRS 4-1 passenger side seat belt tensioner code.
I called my local Honda dealer and was told:
"If the issue is a mechanical problem with the seat belt tensioner it is covered by Honda, but of it if is electrical it is not. You need to bring it in so [we can charge you to] take a look".
1) How do I tell the difference?
2) Is this statement from my Honda dealer true?

Most likely mechanical,
Look under the seat, as long as the wiring isn't coated in old coffee or pop, and it doesn't look like it been underwater for a decade, then the wiring is fine

I know the driver's side seat belt buckle was a common issue. It was internal to the buckle itself. Honestly, what I did (on my 2002's driver's side buckle) was buy a $50 part off ebay and swapped it in. Just made sure it had a good return/warranty policy on the ebay listing. Cheaper than Honda's $150 diag fee.

SRS 4-1 is for the passenger's seat belt tensioner and its circuit.
Can you clear the SRS code to see if it comes back and is intermittent? Remove negative battery cable for 3 minutes - see if code still there or returns?
Otherwise troubleshoot the connectors, an open in the circuit, bad wire harnesses, or a faulty SRS unit.
From what I have read the seatbelt mechanicals are lifetime warranty by Honda in the USA but not if an electrical failure.

I have tried to reset the codes using the two-wires in the yellow jack approach but over multiple events I was not able.
I will try to disconnect the battery and see what happens.
I will also check under the seat to make sure all the connectors are tightly connected.
I read about a person who had this issue intermittently and could get the code/alert by moving the seat, so I'll also try that.
