In the service manual available on here the power steering rack overhaul starts on page 17-39. It is in the steering section, but is not listed in the contents. You first have to go to the power steering section in order to find it listed.

ok, the manual on here I always trying to download it and having a hard doing so. Always got some other nonsense when I click on the link to download it. And when I do get it to download it sometimes saying can’t open this file. Other times it shows for 8 gen civics. But not showing anything for mine.

Is the vacuum tubing between thinner tie rods/differential bellows connected? Are either bellows loose or out of place?

On some cars, perhaps not Honda's?, it's pretty easy to damage the steering rack during inner and out tie rod removal if not done correctly. During removal of either the outer or inner tie there shouldn't be any twisting force on the steering rack bar. Best practice is use a vice grip clamped to the steering rack bar/shaft to hold the steering bar in place while removing and installing the tie rods. Shown starting at 11:45 time in the video below:

so I got the zip files unzipped and was going through it to find the section that you referred “17-39” that seem to be way down to the bottom to me. Anyway, I tried 4 times scrolling through to find that section but each time I got to 160+ in scrolling, the page got white and just closed on me. Not sure if any virus in the files or it’s my tablet causing it. I was using my tablet because I wasn’t at home alt the time. I will try a desk top or labtop later tonight and see if it’s the same thing.

ok, I was just going to say that someone told me to refer to page 17-39 and check like 3 times and not seeing anything like that.

and I’m trying to find me a puller to pull the seal inside the housing that seal the shaft where the tie rod bolts on to but I’m unable to.

17-39 is the page number in the service manual. 1434 is the page number in the .pdf. Shows you the exploded view, next page begins the rack teardown.

man, sorry if I’m giving you guys headaches but I’m looking for that 17-39 and I’m not finding it. I even look last night and still not seeing. All I’m seeing is about

Cylinder head
fuel Emission system
idle air valve troubleshooting
and the list goes on. I will try it again but not sure if this manual I got is the right one but when unzipped it it shows service manual for 01 civic in body repair, repair and maintenance. And just to let you know or remind you, I managed to take it apart but it’s just that one seal on the inside that I’m having a hard time to pull and I can’t seem to find a seal puller that fit that small space or find one directly to.
If u have specific one that you know of let me know.

so I just rechecked the PDF again and look at all the manuals that was unzipped and there’s none that carry that mouth page in the pdf format. Here are two pictures to show something.

Delete everything you've downloaded so far, I want to make sure we have the same manual. I redownloaded using the link in post 368 by "nsrhonda89" from the service manual thread. Some of the other links I had issues with.

ok I will do. So do you know of any seal picker that can pick the seal inside the rack housing? Like I was saying, I can’t find one that fits that small space.
