it possible the brakes could briefly malfunction then back to normal

we get some snow and ice on the local road.
I drove my honda civc 02, and try to stop at the right light (this stop is about 5 min drive from my garage), and feel brake stop working even though I push all the way to floor. But luckily it finally stop.
after that point, brake is fine, and I can drive on highway without issue.

I suspect there might be some ice on the local road (pretty busy road), I am not sure.

But is it possible the break could briefly malfunction then back to normal? I need to troubleshoot a little bit, but what I should look for?

Thank you!

If you ever can push the pedal all the way down, stop driving the car and get it to a repair shop. To drive said car could be life threating.

Pumping the brake pedal to “restore” braking force is not a fix for the problem.

If it was pulsing on and off, fast, in rhythm, that's normal ABS functionality.

All the way to floor? Recommend you get the brake system checked ASAP. Could be a faulty brake booster, master cylinder or something else. Was work on the brake system done recently?

This is for a 2002 Civic, not a 10th gen. It's going to be different.

They also mention snow and ice. This could have been ABS kicking in to prevent lockup on the snow/ice making it feel like they couldn't stop.
