Shifter stuck in park

The other day, the shifter on my 2005 Civic was stuck in the park. I manually released it and got it home. Now, I've been trying to resolve the issue, and I'm stuck.
1) I checked the #7 fuse. It was good, and the horn works
2) I replaced the brake sensor with one from the wreckers, and it didn't help.
3) I also tried replacing the shifter solenoid still, nothing
When i turn the key on i have no brake lights, the shifter is still locked , No click from the center console.
But last night I plugged a 15 amp fuse in the female receiver for the brake sensor to see if I could jumper the circuit. At first nothing happened, then 30 min later, the lights came on while the keys were not in the ignition. I was able to start the car and the shifter released. But the brake lights would not come off.

Any ideas ?

Brake switch might be bad if the lights are staying on
