Overheats but doesn't over heat.

2003 Civic LX 1.7l Gauge says its running hot( pegged) Fans not running. Bypassed the temp control sensor fans come on( (that's bad). Still running 3/4 up the gauge. Doesnt peg out anymore. Coolant is topped off. Open the radiator cap no over heating explosion of coolant. What am I missing? Just all of a sudden started having the issue.
