Throttle going up and down after TBI clean

Hi, I cleaned my TBI (throttle body) with a decarbonizant. After installing everything again and after the engine heats up to operational temperature, the thottle goes up and down (1000 to 1500 rpm) in a loop. I already driven the car for around 20 minutes, leave the car at idle, etc, expecting the idle to relearn but nothing. I suspected I have burnt the IACV motor. Do you have any suggestion? What is the correct electrical resistance between the IACV pins (if some one can measure and tell me)?

Car is a Honda Civic 1.7 EX, year 2002
