Removing block heater to drain engine block coolant

Hi, I am working on a 2004 Civic EX (D17A2 engine). I am looking to drain the coolant inside of the engine block. Rather than finding an engine block drain plug near the oil filter, I found a block heater in its place. Just wondering if it is common practice to remove block heaters in order to drain coolant. Generally, should I leave it alone or should I remove it just as I would a drain plug, then re-install it?
