Snipped sensor in place of engine block coolant drain

Heeey fellas!
2004 Honda Civic EX
Check this out, I went to drain the coolant from my block, and instead of a block drain plug, there is this (snipped!) sensor-looking jig. Both the haynes manual and BlueEM's HG guide show that this is where the block drain plug should be. Looks like someone stripped the original drain plug and improvised.
I'm trying to decide if I should get a wrench on it, or just leave it, and vac out the coolant when I get the head off. Any thoughts?

Maybe there used to be a block heater, could try a wrench on it, but if it doesn't come out easily then I'd leave it alone
