brokerage fee is basically cuz a broker will handle all the customs crap to get your package across the border for you as speedily as possible... so with many major carriers like purolator, ups, etc etc they have a prefered broker that handles this so basically you package goes from vendor across the border and lands at your door.
otherwise without a broker...it basically can sit at customs ... and you have to sift through a crap load of paperwork in order to get your package etc.
so now you're paying for the product, duty tax, and brokerage fee.
usually happens on bigger packages.
