i am at school at penn college in williamsport, right near selinsgrove. and to answer your questions, no neons when in motion, 35% tint on side windows is the darkest i believe, turn signals i think have to be orange or amber, not a clue on ride height.

1.neons- only legal in parking lots....but can get pulled over if they r noticable
2.tint-has to be 35% or up....though i have 20%, just dont make a reason to get pulled over
3.turnsignal bubls have to be amber or red
4. dont think they care about ride height
basicly we dont have alot of laws....just dont do anythin stupid and ull be ok

Here in Missouri it's not how low your actual car is but how low to the ground the license plate is mounted. Here it has to be atleast 8" from the ground but it can't be more than 48" so Its most likely very similar in PA.

I am looking at my 2002 state inspection booklet right now. No body part can be lower than the wheel (i.e. if you get a flat tire the body cannot be touching the ground) and the centerpoint in the headlights must be at least 24" above the ground. Tints ARE NOT 35%, they are 30% on passenger cars built after 1998, meaning they must transmit 70% of light. Note that most tint is rated on how much it transmits, I have 70% tint on mine (darkest that is legal) and its hardly noticable. As a good reference your windshield is usually tinted roughly 70% from the factory, and that is what most PA cops use to gauge if your tint is legal, it shouldn't block any more light than your windshield does. This is THE LAW, enforcement varies with the area....
