Rust on my front wheels/axles

I'm showing my automotive ignorance here, but what is the part that the red arrow is pointing to in the attached picture?

Whatever it is, I've had rust there since I got my Civic. I should have said something at delivery. The rust warranty only covers body panels. Is there anything I can do about the rust? Should I even worry about it? BTW, it's only on my front wheels. The back ones are fine.

Ahhh, don't worry about it. Its your brake rotor. Has your car been sitting a lot lately, near salt water, maybe even snow (doesn't snow here) A lot of times you will see that on car lots on the whole rotor where cars have been sitting for a while. I wouldn't worry about it, it won't hurt anything. Its not stainless steel, the brake pads just rub them all day long.

Don't worry about it. Everyone's car does that. The brake rotors just arent rust-proof. I've seen brand new Porsches at the dealrship with the entire rotora rust covered. It just gets rubbed right off by the brake calipers. It will do that when it gets wet or even just sitting there. No need to freak out. If you are really concerned about having the rust, buy some aftermarket rotors like Brembo's...

That's why I got zinc coated rotors. Now mine don't rust anymore.

The back drums are already painted flat black too.
