Our cars engine bay design are nothing like the 6th gen civic's cold air design. It would be very hard to hydrolock in my opinion. I had a cold air before I got my AEM v2 and never had that problem. Only when going through big puddles if your scared just don't touch the gas peddle and let the car run threw it. Only downside to cai is that the filter gets wicked dirty down there. Obviously anything can happen but I really think its not as big of an issue.
Dont worry about the bypass valve. Main St. where i live floods every time it rains and i always drive through it with my CAI. Never hydrolocked yet. You'd have to completely submerge your filter to have a chance at sucking up any water
