wont start

my little bro has a 1995 honda civic ex and it wont start he replaced the starter and still nothing replaced the battery terminals and still nothing any ideas he says it wont even turn over

bad spark plugs, spark plug wires, distributor, bad fuel pump damn hundreds of reasons. im leaning towards spark plugs

If it was spark plugs it would turn over which it doesn't.
