98 Honda Civic LX - STALLING MYSTERY

Alright, this one is a doozy. First off, I have no Check Engline Light. My 98 Civic has 143k miles on it and USUALLY runs awesome. However, in the past few months and it seems to be getting worse, it will stall shortly after starting/driving it a little bit with no warning, but not every time I drive it! It only ever does it when I'm driving either really slow or stopped. It will start back up but immediately die out until I let it sit for a minute or two (up to 5 mins). This is really fun when I'm at a red light, lol.

So I had a CEL for evap issues but that was fixed, now it's been 200~ miles and the light is still off but it's doing it even more now. I looked into the main relay after watching a few videos and checked mine out, it looks fine all the connections are good. I checked the ignition switch (doesn't seem to be it) I also did a tune up replacing cap/rotors/wires/plugs. My next step is to try replacing the fuel filter. I did also notice it idles really low, at under 600rpm. I wasn't sure if this is normal.

Has anything like this happened to anyone? Any advice on where to turn next or what to check? I'm ready to drive the thing into the ocean.

How was the EVAP issue fixed and what was the code?

IACV dirty?

Sorry, didn't realize my car was 6th gen. The code was P1457, the line got smoked out and they found a leak in the line near the gas tank and replaced it. Light hasn't come back on. I was hoping that fix would clear up the stalling but no dice.

We just replaced the fuel filter and pretty much no fuel came out of the old one. I wonder if that means anything.

Lack of fuel could cause those symptoms. See how it does with the new fuel filter. Anyway to check fuel pressure? Would be nice to see if it drops off.

If it is not better I would remove the IACV and see what it looks like.
