Red face Extra wire spliced into distributor harness..?

hello. im very new and trying to become less ignorant. forgive me in the meantime. so my 98 civic dx has been throwing a tdc sensor code (after a timing belt went and the engine was pretty much rebuilt by a mechanic friend) and had been examined by a neighborly shop that seemed to think i should replace the distributor. after reading around some threads, it seemed like this made sense. Currently the car runs good, but does have problems turning over the first time. Emissions is my main obstacle.

Ok, so i bought a new distributor, watched some tutorials, bought some tools, began removing the distributor to find a spliced in wire coming from the driver side area (sorry dont know many terms yet) near where the fuses are located. It's been spliced into one of the wires on the wire harness. I was going to attempt to just splice it back in to the same spot on new distributor harness but then wondered if this spliced in wire is a part of the problem. Im not in touch with the gentleman who fixed my engine after timing belt went, but it seems pretty likely to me that this is when this wire got spliced in. Any help much appreciated!! =)

Follow the wire, see where it leads to.

Does the car have remote start?

I took some pics but they didnt really show the wire well. no remote start. the wire comes off of the distributor and leads to the far right (if facing engine)...its a blue wire and it pierces a concave wall that is where the engine ends and the interior of the car begins.
