1998 Civic EX, occasional no-start issue

My 1998 Civic EX is having an occasional no-start issue and it's racking my brains! Here's all the information I can think of to give:

-I replaced the main fuel relay about a month ago
-When turning the key, I hear the click of the relay and the whirring of the fuel pump
-All the usual lights come on on the dash. Check engine light comes on, then turns off
-It seems to happen when it's cold in the morning

If you have any other questions, just ask. The car has over 206,000 miles on it. I got it used. It ran great the first couple months, then this started happening. I've been thinking of changing out the distributor and the plugs/wires.

Any help is appreciated! I've missed too many days of work because of this.

Dumb question: the battery is new, right?
Like, HOW cold is it?
Did all this happen AFTER you changed the relay?
