Timming belt tensioner noise

Hi i am the owner of a 1996 Honda Civic LX. I have noise which sounds like its coming from up under my timing belt cover. The guy i bought it from said it was a faulty Tensioner bearing and is not a immediate threat. My question is: Will that (faulty bearing) cause my check engine light to come on? I had a New O2 sensor installed as well as the timing set to 12 degrees because of smog fault codes..p1362, p1361, p0135. I suppose the mechanic cleared the memory. So the check engine light is back on.

If you think a good mechanic is expensive, try hiring a bad one

That's the one that goes bad all the time.
Take the belt off and spin that pulley.
Bet it feels rough and spins loud.
Start it up without the belt and noise is gone.
My question is: Will that (faulty bearing) cause my check engine light to come on?

So then......What codes are in it now?
Clear the codes, see what comes back first.

Im not sure about the o2 sensor.....it was in a blue box is all i know. The obdII scanner read p1361 , p1362, and after installing the o2 sensor it no longer gave the p1365 code.
After installing the o2 sensor the check engine light came back on omitting the P1365 code error. ....The mechanic installed new distributor components stating it was no electrical charge on 3 and 7 inside the distributor and no fault codes were displayed..its been two days and the engine light is now operating as it should. Yesterday i took it to get smoged and it passed with flying colors...well below max.....HC(PPM)29/14---co(%)0.39/0.45---NO(PPM)329/384.
