30 psi Compression after 1.5 months long transmission work

30 psi Compression after 1.5 months long transmission work

After working on and off on the transmission for 1.5 months, I finally got the tranny installed and put everything back together to find out that the engine won't start (the starter does crank the engine).

Compression tests show 30, 30, 28, 68 psi. Before the tranny work, I had ~130 on all cylinders. Is it stuck open valves? If so, how can I fix them? One of the reasons why I think it may be the valves rather than the rings is in this rainy wet NW, my detached garage gets a lot of moisture and things tend to rust. The car didn't run for 1.5 months. So... Thank you!
