im sorry, im not trying to be mean, but this has been gone over about 1 "gajillion" times.
most "engine management" systems control your fuel input, and ignition timing.

Look at the Programmable ECU section of that wiki^
Basically it controls all that either by a stand alone system- which means it controls it directly, or you can go with a piggyback- which latches on to your existing ECU and modifies the signals it sends out.

go watch fast and the furious. brain's green eclipse has that. 
its just a programmable computer that you can use to add/subtract fuel, change parameters like timing, injector duty, etc. basically to tune the car with mods because the stock ecus cannot be changed. it has a hardwired program to run the engine. many other brands of car you can simply reflash the chip with a new program.
