The rub above the weatherstrip (civic99lx)

Could anyone help me with this? In the above photos, you will see that the "rub above the weatherstrip" is a bit misplaced, leading to a little gap which might allow in water when I use automatic carwash.
How is this "rub" fitting into its place (glue?)? In order to let the door close as tight as other doors, shall I just cut off a bit of this "rub" or replace it for a new one? Where can I get a new one (what's its name....how to install)?

It's Honda Civic 99 LX.
It has been bothering me with the wind noise and minor leakage at carwash, all owing to the little rub displacement at the corner of the passenger side front door.
