Throttle Positioning (TP) Sensor question

I think the TP sensor is shot on my 97 Civic EX, but not sure. I need heads on the subject. Don't know if it is normal or not for any vehicle, but I snapped the throttle several times to notice a delay from throttle position to engine response. I also did what the service manual asked, which at closed throttle, my OBD2 reader should read 10% and 90% at full throttle with the engine off. Reading was different with engine running. Performing the same test while running, accuracy is a problem. A steady increase at any rpm, I can't get any reading like if the engine was off. Is my TP sensor shot?

I'd go by sensor output voltage, not a scanner %.

Most start at 0.49v @ closed throttle, and should smoothly increase in a linear fashion as you slowly open the throttle, ending somewhere around 4.5ish volts @ wide open throttle position.

Does it set fault code(s) related to TPS?

If throttle shaft bushings/bore is worn, the TPS voltage @ closed throttle may not be consistent, which can lead to weird things happening.
