Wrong exhaust manifold?

I purchased a 1998 honda civic. After i had bought it the engine needed to be replaced. I replaced the d16y7 with a d15b. It now runs but idles really low rpms. It has an extremely low accel until it hits about 2500 rpms. Can barely make it up a hill without feeling like it will stall. I was thinking it could be a carburetor problem. Was i supposed to get a Fuel Control : Twin carburetor PGM-CARB/fuel injected. or was it ok to use the old Fuel Control: OBD2-a MPFI

Why would anyone think that the section for "site Questions and Concerns" would be a good place to post a question about car issues?!?
