A/C... Need some advice

A/C... Need some advice
Hey everyone!
I bought this civic as a commuter car and have been working on pretty much since i bought it... old girl had an owner that didn't take care of her.
Anyways, I have a non functional A/C system. I've worked on A/C systems on other cars but have never had this issue. I suspect the expansion valve...
Problem: When i hook up a gauge to the low side of the system, the indicator pegs. After bleeding the system down to about 45-50 (No mist, fluid, any refrigerant at all comes out... just warm air.) I can let the car run for about 15 minutes, reattach the gauge and the needle is pegged again.
Is it the expansion valve? or can anyone give me some good troubleshooting steps before i go ***** nilly replacing parts.
FYI: is a 98 Civic EX Coupe 1.6 VTEC.
