I would say its the relay. You should check out Grey's DIY on this Here
If that all seems to still be hooked up right i would think it could be a bad relay. But make sure you have all your wires hooked up to the correct spots on the relay.

Wait, so you already have a relay in and it stays on? If that's the case then the relay is fried. Get a new one from www.partsexpress.com; search for "relay". Your first order will get you a bag of pop corn. No joke! Anyway, get the 40W one to have it last longer. The one with the white base. That's what I have now on my setup. Two of them in fact. They haven't failed me yet.

What?! Popcorn? I didn't get any popcorn w/ my first order. Hmm.

Anyways, I also had the "always on" problem too. (It scared the crap outta me too! ) I replaced the relay and it was all fixed. Autozone also has relays if you want a relay right away, but the one's you can get from Parts Express are much better quality.

I got popcorn too heh. I bought 2 relays from them cause I needed one right away and wanted to have another one just in case. Good thing too cause 1 of the relays came DOA.
