Sticky throttle cable.
Is it possible to clean the cable? I need to add oil to the existing grease because it's not free flowing like it should be. It's causing my rpm to shoot up to 1500 due to not retracting properly.

IMO, I doubt it is the throttle cable it self with the problem.
You say your engine is surging? At idle? Only when the motor is cold?
Can you feel the gas pedal "sticking" when you hit the gas? Have you tried adjusting the throttle cable to remove any slack, or allow for more slack if it is too tight?

And the throttle cable is a no-bind system. It was completely free.

See, now I feel like a dumb ***. I swear I have adjusted the cable screw more times than I can remember, and I always have to readjust later due to no slack. So I don't know wth is up with that. Maybe, like you said, the screw needs to be adjusted during cold weather since everything contracts.

I didnt read through all the responses, but does this mean that lubricating the cable didn't fix your sticky gas pedal? my 94 dx has/had the same issue that popped up over night. i was about to replace the trottle cable, but after removing cable i moved it around and it moved freely, i decided to check butterfly valve first. throttle body was free and clear, but the spring on the throttle (the thing that cable connects to, i dont know name) was bound with gunk. degreaser, toothbrush and sprayed it down in sylicone. back to 100%
likely not your answer, but easy place to look with out doing any legitimate work.

I just call it the throttle cable pulley. Assuming the throttle cable slack is within spec, the throttle cable pulley should be checked. Make sure the pulley bolt is on properly.
But yeah, my cables moves freely too, no binding/sticking.

All part of the plan to pull the plug on the economy. The whole thing is theatre, not an accident. Accidentilly on purpose, more like. Just like GM focusing on SUV's for years and years, and Mazda/Toyota/Honda/Subaru all releasing completely shitty external car designs for 2010. "Ummm yeah, we thought making our cars look worse than the previous year would boost sales." come on, these car companies aren't stupid. They know exactly what the population wants, always.

Actually, it is a sticky throttle cable. When you remove the cable from the throttle pully, it feels like it's not binding. But when you put it back, it's dragging against the plastic housing due to excess friction. I'm going to run some motor oil down it. Should work good.

Yeah the motor oil didn't really work all that well because the real problem with old cables is that the grease at the pinch point has dispersed. So you have to remove the cable where it's pressed into the brackets to relieve friction. This solves the problem, but you will need to re-adjust your cable slack.
