2004 Civic KE (1.4) Idles at 2k

2004 Civic KE (1.4) Idles at 2k
Hello folks,
Come by a honda Civic 1.4l KE 5 door, Idles fine (about 1200) right up until you touch the throttle, then it wont idle below 2k. it doesnt fluctuate at all, just sits there at 2k.
The motor only has 30k miles on it from new so i Find it hard to believe the TPS is dead. Also, the throttle sticks closed, body has been cleaned and cable greased but there's a definite "clunk" from the pedal assembly when used after a few hours standing.
Any ideas?
