I just bought my first Civic - a 2009 LX sedan with 103k for $3k. I bought it because I just took a job 30 miles South of me and I just bought a new '21 Ford Ranger Tremor that I'm trying to keep the miles off of. I got it from a coworker who is no longer commuting himself. Overall it's a really clean ride and for its purpose, I'm trying to not spend too much money on this thing, but I just can't help it lol; I've modded every vehicle I've ever owned and a few things were bothering me about this car I'll be spending so much time in, so I just had to "fix" them lol.
It does need a new/fixed front bumper and fenders; they've been slightly tweaked at some point - trying to figure out the best way to go about fixing this...does anyone here have any experience with the eBay front bumpers/fenders? I can get them, already primered, for like $215 total. The current front bumper is held in place with two philips-head screws haha.
So far, I have mainly stuck to fixing up the interior how I want it. At first, I planned to do a budget-friendly sound system, so I opted for the Planet Audio 10.1" CarPlay/Android Auto unit. Went this route over the Android units that look "built-in" because I wanted the volume ****. I actually love it and the quality is great - except possibly the actual sound it produces lol. But that could be due to my 6.5" Power Acoustik component speakers I installed...currently waiting on some Kickers to come in the mail. I used Kicker KS coaxials for the rear deck speakers (left over from a kit I bought for my Ranger) and I added an Alpine under-seat subwoofer that sounds pretty decent. Gotta knock out some rattles here and there and I think it'll be okay.
I've also replaced the belt line weatherstrip as it was rotted out and I need to replace the drip rails on both sides, which are ridiculously expensive for what they are imo.
I want some 17" Si wheels and a spoiler (nothing too gaudy, I think I've seen some EX and Si models with ones I like), new headlights (possibly projector retrofits?) and then I plan on being done with my daily.

ebay fenders could be hit or miss. I used a third party OEM replacement fender on my 2002 and it fit like a glove

We've allll said that, my friend. lol. I planned on keeping my 2018 stock.. That didn't last long.
But back to your list of things. The OEM Si Sedan wing I really like. My friend said if she ever wanted a spoiler on her 08, that's what she would go with (and me being her "mechanic," I'd be installing. lol). If you can't find the Si rims you want for a good price, people offload the 10thgen factory 18's all the time. Been seeing people offload them for like.. $400 with tires. When I get my own aftermarket rims, my factory 18's are prolly going to my friend's 08 sedan. Apparently those 18x8 ET50's with 235/40-18's will fit with stock suspension no problem. Just food for thought.

Here's the link to the HU. It appears to just be a rebranded Boss unit. I got it for $299 with the backup camera, but apparently they're $389 now ($369 without the camera).
Edit: I've always been a fan of Sonic Electronix, but they did send every wrong harness possible haha. Both the antenna adapter and wiring harness were wrong. They sent the ones for the factory amp unit I believe. I just ended up going to Walmart and getting the Metra wiring harness/adapter instead of sending them back and waiting while my car was all torn apart.

Thanks! I looked on there, but I'm in a pretty remote part of West Texas and the closest bumper I found was like 380 miles away in San Antonio lol. I'll keep that site saved though.
