03 Civic License Plate Light and Reverse Deck on only when trunk open

Hey guys back for some more help after a long hiatus.

Just realized recently (cause i got pulled over for them not working) that the license plate light and reverse lights dont turn on like normal. They are off when the trunk is closed but when the trunk is open they are on.

1. I brought it in for a recall months ago (the light harness fix) could they have messed it up? They claim to not have touched anything dealing with it.

2. How could this all of a sudden get reversed?

Harness has a wire (splice, actually) broken between the trunk hinge and the body.

You think they are lying to you? NO.
If you actually read about what the headlight switch recall entails, you should realize that recall has absolutely nothing to do with your current complaint.
