Underbody Neon Placement

My friend bought underbody neons for his Jetta and put them in easily. We then bought a pair for my 01 Civic and it seems to be a little harder. For the side neons, the body frame underneth to drill them to seems to be impossible to drill through. We can't seem to figure out what screws to use to get through the strong metal behind the support bars on the sides of the car. Any ideas?

I dunno, I've heard you can use those big *** zip ties. I think a huge pack of zip ties is like 10 bucks. Check it out at lowes or home depot or something.
