I believe what he's saying is that the performance after 2800 RPM is dramatically increased. That would not be so unreasonable. How dramatic is another story!

For what it is worth, the seller's response when I suggested he reword his auction:

If you read it carefully. IT dramatacly increased HPo over 2800 RPM. IF this added 2800 hp it would be amazing, its not though.
