02 Civic EX All Cylinders Misfiring
2002 Honda Civic EX 1.7 180k miles.
It started with a Vtec and EVAP code and while waiting for the parts it began showing misfires a couple days after. Repaired the two issues thinking the misfire would stop but it stuck around. It seems to only happen while I maintain between 2000-2500 RPMs and only occurs under load. If I do maintain in that range for 15+ secs I will feel stuttering and the check engine light will flash like 6 times then go back to solid. Other than that it starts/idles fine and drives normal outside of that range.
The codes showing when I get it checked are P0302 and secondary DTCs of P0303, P0304, P0300, and P0301.
So far I have tried- 2x VTEC components and gasket, 2x EGR valves and gasket, cam position sensor, both O2 sensors, purge valve, air filter, ngk spark plugs, ignition coils, purge vent solenoid, air temp control sensor.
Tested cylinder pressure all came back at 180. Checked timing belt to make sure it didn't skip. electric tested both EGRs and the throttle position sensor and cleaned the water housing and replaced gasket since the original EGR was covered in carbon build up.
The reason I looked into the EGR so much is because if I disconnect it and run the car it won't get misfire codes anymore and I saw someone here point out that could indicate an EGR/intake issue.
So my only ideas left are 1. do a fuel pressure test (from everything I've read it seems unlikely to be the issue but maybe I'm wrong here) 2. have someone clean the intake manifold and distribution plate or 3. replace the catalytic converter. After everything that's been replaced already I am skeptical to go into the last 2 without a better idea of how to confirm which one it is since they are bigger jobs/costs. Any ideas/helpful answers are greatly appreciated thanks.

Clean the EGR passages in the intake manifold, make sure you use the correct gasket when you put it back on
