Take to long to reach normal idle during cold start.

Hi guys, i got a LXI 2008,and i got a problem during cold start. When i start my car in morning, i know that the idle is higher than normal. It ramps up to 1300-1500rpm then slowly it will go down. My problem is it takes a while to reach 750-800rpm. It takes 8-10 minutes to reach the 750rpm. Is this normal? I got my throttle body cleaned, reset and relearned, new sparkplugs, cleaned my MAF sensor, changed engine oil and atf. But the problem is still there. I would appreciate guys if you could help me with this one. Thanks in advance.

Is this normal? I ask some of my friends who has the same car, they told me its too long to reach that normal idle. It should be less than 5 minutes.

Depending on how cold/windy it is that can be perfectly normal

This is just at idle? You’re not driving at all through this? That’s perfectly normal.
