Hey there guys. I just bought a 2000 Civic EX Coup today with 84K on the clock. Motor looks nice and clean, interior and exterior a dream. It only has one issue. At idle it surges some, lobs up and down within maybe 500 RPMs. It isn't real bad, doesn't die, but it is definitly noticeable. It has a CEL on, but I haven't been able to scan it. I purchased it anyways as normally these kind of issues are light and simple to fix. I don't mind spending a couple hundred more or so just to have a nice running/dependable car. I am just not familiar too much with the Honda 1.6 engine. I am suspecting maybe the EGR, TPS, AIC valve or some other emissions sensor/valve. What do you guys think?

Pull the throttle body and clean it with carb cleaner and do an idle relearn. If it still persists with a CEL, scan it at autozone or wherever does it near you.

I'm having a similar problem. I posted my dilemma on this site as well as honda-tech and on honda-tech i got about 6 replies in the the first hour. this is what one guy said;
You can also check/clean your IACV(Idle Air Control Valve). This usually in my experience won't cause the idle to drop will low but rather cause the engine RPMs to surge. Say from 1000 to 2000, etc and just back and forth. It still wouldn't hurt to check it.
Its on the back of the Intake Manifold Plenum held on with two 12mil bolts and has 2 coolant lines going to it. Take it off and clean the mesh screen good with brake cleaner and a tooth brush,etc.
Can't hurt anyways to do it and then you pretty much take it off the list as a suspect problem.
