getting rust stains off of plastic bumper?

getting rust stains off of plastic bumper? This isn't for by baby civic, but for an old Saab 900S we are selling. My brother had foglights/driving lights (dont really know) mounted ontop of the bumper. Anyways, short story is, there are now rust stains on the PLASTIC bumper. The bumper itself isnt rusted, but the stains are pretty permanent. We have tried nearly all the cleaners and solvents we have in our garage, and nothing works. How can I get rid of these rust stains? And the bumper isnt any normal color, its sort of a shiny gray with sparkles, so I cant just paint it.
