odometer
i know it is illegal to set back your odometer. but i swapped out my original cluster for an ex cluster with less miles on it.i did this because in the process of changing the backlighting from green to red, my speedometer needle was broke & no longer functioned at all. does the new cluster then make my car fail inspection? because i know that the original with a broke speedo would.

Well you should have made a record of changing the cluster with date. You'll be fine so long as you haven't taken your car anywhere that shows you having more miles than you do now.

Your old cluster should of had some type of chip in it that you needed to keep and put it in the new cluster so it would of showed your original miles. What you can do is go to the dealer and have them put a sticker on your door to show the mileage. No matter what, you mileage is recorded in the ECU.
When you got your car inspected they wrote down the mileage your car showed and sent it into the state capitol. Lets say at time of your inspection your car read 50k miles so that got officially recorded.
With your new cluster lets say it reads 35k miles..... when you get your car inspected this year and it gets recorded that you have less miles then the previous year then its gonna be a big problem.

no they don't you could swap back the old one, pass inspection, and put the new one back. By next inspection, you should have enough time to add miles to the new cluster.
It is not illegal to roll back your odometer. It is only illegal if you roll it back and claim it as the true milage. The only thing that will happen if you get your car inspected is the regestration will go down as TMU (True Milage Unknown). This will have no effect on you being able to regester or use the car but it does decrease the value quite a bit.
When you sell the car, there is usually a section on the title or the bill of sale to state that the odometer reading is false. I know all of this for a fact in NYS, and I have purshesed cars from out of state that were listed as TMU so I believe they have the same system contry wide.
