Is the original poster asking...
" At what MPH do you make a shift to third? What is 2nd gear's redline MPH?"
If that's the case, then in a civic I'd guess it's around 55. It varies car to car. I shift to third at about 67 for max power, 70 if I let it run to redline.
I'm sure everyone here could hit 75 in third gear.

auto or manual? in my auto 3rd will take me all the way to 115 if i just leave it in D3. but it'll shift over at around 75 into 4th. in a manual. i think its.....what..shift into 3rd around 58 and it'll take u into the 80s?
Just because he hits a higher speed in his car doesnt make him faster. My friedns DX motor Del Sol hits 70 mph redlining 2nd, but his gears are so long and the motor so underpowered I easily walk on him. Our Civic as aposed to your friends have a slightly shorter gear ratio, higher compression, more torque and more mid range.
its a five speed, but went to the tracks yesterday i ran a 18.3 @77.44 reaction was .5162(best time)
with aem v2 intake and dcsports tcs catback he ran a 17.7 with a cold air intake and exhaust i was pissed off thought my car would do better than that

i think it could be my struts cause is just lowered it and every time i hit a bump it knocks and when i took off the line i had bad wheel hop and i probly can't race either with times like that
i tihnk just improving yur shifting would make the biggest difference. learning how to drive well is key. i'm not disisng yur driving, cuz i have an auto and only ever get to dri've bgoetz's 5 spd every once in a while. but i believe that it is the skill of the driver that makes all the difference.
well i forgot to post that i have a revo technica ss. if you can tell me when is the best rpm launch and shift. what do you think i should have run. i remeber my friends stock 4dr ex automatic ran 18.6

In addition to the "need practice driving" department, you might want to check out the car. You should be trapping in the 80's at the end of 1/4 in a 5-speed.
Usually, below-average driving may knock a few MPH off the trap, but it's usually not as pronounced as the difference in E.T.'s
It's fun to watch noob's struggle with their just-purchased LS1's... and run a time like 15.8 @ 110 just because they can't control their spinning. Nothing wrong with the car, just a driver who hasn't learned the ropes yet.
I suggest you take the car out to a back road somewhere, later at night, where you'll get no traffic and have plenty of room to make a few accleration runs. You don't need to make it to 4th gear, just make the 1-2 and 2-3 shifts. Learn the perfect launch point, where you're at the limit of both your tires and your car's power. Just keep doing it, again and again, and don't be afraid to burn a tank of gas practicing.
Be safe, and keep practicing.

when vtec didn't work i couldn't pass 4k rpm in third gear then 4 and 5 i had ran a 20.7. i had it like that for about a year but i fixed it thats when i took it to the traks and ran 18.3 but i know this is stupid but my bolts that hold the coil-over plugs had fell off the day i took it for a test drive. my check engine comes on and off every once in while i took it to autozone and they said i had a misfire in 2 and 3 cylinder maybe thats why i ran a sorry time. my friend 02 si ran 16.9 and the integra ran a 15.6 delsol ran a 17.6(a hater)
when my vtec doesnt work, im just stuck on the low cam profile. it doesnt resrict my rpm range.
and my gsr tranny goes so about 62mph in 2nd and about 95 in 3rd. but then again, i have smaller tires than stock, so im actually only going probly 58 and 90 respectively.
and with a 18.2@77mph, im guessing your shifting to slow and to soon. maybe, my buddies truck runs a 17.3@76. so your doing something wrong... you shouldnt be worries about traction with an 18 second car.

In my 02 Civic EX 5spd my max mph in gears are 1st:26 2nd:58 3rd: 89-90 4th: 109-110 and I max out quick for some reason... 5th:128 I'm not even close to redline in 5th it just seems not to go further for some reason.(6100 rpms)
