when you have a slammed car and look at your car from the back, the top of your wheels tilt in and look like this / \. thats negative camber... if you raise your car, your camber looks like this \ /. which is positve camber. any time you lower/raise your car, the camber is going to change and this is going to cause uneven tire wear since one side of the tire has more traction on the ground then the other.. obviously the lower you drop your car, the worse the cambers going to be and so the more crucial a camber kit is going to be...
but ya your probably talking about the camber kit, this allows the camber to be adjusted into spec(cause the stock ones aren't adjustable, well they are but very² minimal). whenever you lower/raise your car its recommended you get one but ya the lower/higher you drop/raise it the more its needed... i have neuspeed sports and probably wont get one cause i dont think it would effect the tire too much. if i'm wrong i guess i'll find out the hard way tho...
the fronts are going to cost about 30 and the backs about 150. however i have heard of people getting both for 155 shipped, not sure where tho.

buy a camber kit cuz if u dont now ur going have 2 spend alotta $$$ on tires and on ur suspension in the future. a camber kit costs like 100.00 just 4 the front then u gotta buy the back. its cheaper in the long run. go thru the parts section u will find camber kits 4 sale 4 cheap or call rob at tornactive and say ur a member on this site and he will hook u up.

You do not need a camber kit for the front of the 7th gen vic. Or for that matter any McPhearson strut set up. It is a waste of money.

the back costs more like 100, not the front. the front, you only replace one(or two) bolt. the rear you replace the control arm. the front you wouldnt even need cause the camber is barely effected with macpherson struts... search and you should find 2cute's explanation for this
