The Rota version is lighter, but I'm more partial the Mugen forged original myself. If you just want them for the road, go bigger. If you're gonna race on them, get the 15s, but get the lighter ones.

Up to a point, your handling will increase with the rims size because lower sidewalls make the tire stiffer... thats only to the point where theres not enough sidewall and you're basically cornering on the rim... in our cars, its 17". Acceleration decreases as the rim size increases because of inertia... A lot of people will split the difference and go with 16" rims for racing cuz it also lets you run with bigger brakes. If all you're gonna do is ride on the street, then get 17 because they look better. I race on 17's cuz they're lighter than the Si rims that came stock on the car and the car handles great, I can't say I really notice any difference in acceleration, but the low weight of the rim helps keep the inertia down.
