Question Rolling the fenders?

What exactly is 'rolling your fenders'? I know it has something to do with wheel rubbing, but what is the process? Thanks.

I had part of mine cut off at a shop. Rollling takes the chance of cracking paint and possibly messing up your fender itself.

That looks so simple but I would be afraid of cracking the paint.
