How to put on Wheel Covers??

Yeah I know this seems like a stupid question. I was trying to put stock wheel covers on stock rims today and I couldn't freakin' figure out how to do it. Any help out there? Might have something to do with the lugs I'm using. I dunno. I threw the same lugs that I had on my Konig Rated-R 17"s onto my 15 inch stock wheelies. Is that bad? :-O
