Air Flow Blocked

Hello,
I have a 2007 Civic EX with air flow issues. Sometimes, the air blows out of the vents perfectly fine. Other times, the air barely trickles out. It happens with both heat and air conditioning. I have changed both air filters, and there are no visible blockages or debris.

The issue occurs with all four dash vents and the floor vents on both sides. The fan is running, so that is not the issue, either. It's as if all of the air is getting trapped somewhere between the fan and the vents.

Does anyone have any ideas as to what the problem could be, or how to fix it?

Could be a bad blend door

Positive the fan is working during this time? A little air will come out the vents even with the fan off.

That could very well be. Possibilities I thought of (but have no way of checking):

Blocked main duct (since all vents are affected)

Bad main duct louver

Bad solenoid

I can hear the fan running. It's like all of the air is blowing around inside the dash but is trapped there with a little making its way out if you hold your hand in front of the vents. It's loud like any fan is if you turn it on high, it's just not coming out of the vents. It doesn't matter what position (face, feet, both, etc.) I select for the vents, which is why I think the issue is in the main duct before it gets to the blend options.

It's also not ALWAYS trapped. Sometimes it blows strongly like it should, but then peters out or quickly switches from blowing to trickling.
