Weak Air Flow From Vents

Weak Air Flow From Vents
I have a 06 Honda Civic EX. I have noticed that after about an hour and half of driving air flow through the vents ( all of them) reduces to about nothing.
The reduced airflow is cold if AC is selected and the air is warm if temp is increased for heat. I can hear changes in blower motor(?) when i turn the air control ****, but the amount of airflow does not change. All the other buttons and the temp **** on the climate control panel continue to work.
The climate control panel also becomes very warm to touch.
The vents start working agsin after the car is turned off for a while.
Any ideas what could be causing this?
