2006 Honda Civic LX 1.8 Condenser fan will not start

2006 Honda Civic LX 1.8 Condenser fan will not start
The A/C works fine (cold blast) on the highway but not idling (blows hot air).
Condenser fan works great if I bypass the relay. No funny noise of any kind.
I have checked all fuses with an ohmmeter and swapped all relays and diodes with the radiator fan ones to no avail. Please see attached picture.
Any help is greatly appreciated.
