2000 AC not working clutch wont engage

I'm trying to see if I have an issue with my AC clutch or another part of the system. The static pressures are not correct. When car is off I have 25 psi on low side and 110 psi on the high side. When you turn the car on and hit AC the compressor will not turn on. The AC in this care worked about a month ago.

Need at least 40psi on the low side for the compressor to engage

I though that as well so I was going to bypass the relay to try to fill but AC clutch still wont engage. Seems like the compressor is shot. I also feel like I may have a clog since static pressure is not the same on both the high and low when car off. I may just replace the system.
