Cooling fan #4 fuse keeps burning out

Cooling fan #4 fuse keeps burning out
Under the hood #4 20 amp cooling fan fuse keeps burning out. I tried a 30 amp fuse and it burned out too. Any ideas?(2005 Honda civic LX sedan) Which fan is it facing from working under hood? Can I jump the fan from somewhere to see if it works?

The fan is probably shorted

Don't put in bigger fuses to find the problem.. soon you'll see smoke and have a new set of problems with burned/melted wires,

I'm at the shop now. Fan blades are hanging loose.
