2001 civic ex sedan m/t
I tried to start my car in the cold and it turned over then quit, so I put a jump pack on it and it almost started but I think it was too cold then it gave out so I tried on more time and held the key to long and saw smoke coming out under the glove box smelling like burning plastic. Now nothing turns over or any clicking from the starter. I got a new starter and charged the battery and still nothing... I need help

You didn't think to maybe investigate where all that smoke came from?
You might have fried the computer, maybe you got lucky and it's just a fuse or a wire

burning smell - insulation burned. If insulation got removed by high temp, it have now a short circuit somewhere. No battery will solve that.
